DCI/DDCI-Assigned Tasks NIO/NESA provided memos on the Administration's policy thinkin regarding Lebanon prior to the DCI's meeting I F NIO/LA provided written items on Mexico and Central America for the DCI's weekly meeting with Judge Clark. Of Special Interest This Week C/NIC, VC/NIC, and several NIOs attended and participated in various sessions of the Intelligence Producers Council's conference at State on Third World intelligence issues. NIO at Large (Hal Ford) spoke to a visiting Air War College group on 19 October on "CIA's Analytic Mission." NIO at Large (Lincoln Gordon), who was in New York on other business, attended the inaugural ceremonies at Columbia University on 21 October for the W. Averill Harriman Institute for the Advanced Study of the Soviet Union. NIO/at Large (Hans Heymann) attended a three-day workshop at Energy on the nuclear fuel cycle; participated in the IG meeting to discuss the US walkout from the IAEA; briefed Columbia University graduates on "intelligence and policy;" and briefed Energy and other officials on Pakistani nuclear developments. His Assistant participated in the Western Intelligence Branch meeting and talked with personnel about their production program. NIO/East Asia gave a presentation on Chinese politics to a Department of Commerce conference for oil company executives. 25X1 25X1 NIO/Near East-South Asia did a memo for the DCI on current policy issues in the Near East-South Asian region, and he prepared talking points for the DCI's meetings with Secretary Shultz and Weinberger. A/NIO/NESA prepared memos for the DCI on US planning for naval exercises and the dangers inherent in conducting those exercises. NIO/Strategic Programs talked with NSC staffers about the findings of the Soviet ballistic missile defense estimate and plans to do a joint net assessment on ABM forces. He also met with BG William Doyle, the new intelligence Chief of Staff at SAC, concerning Soviet strategic capabilities. NIO/USSR-East Europe had a session with the DDO's branch chief workshop during which a number of DO officers expressed concern about policymakers' desires to get analysis and clandestine reporting that support their policies. They thought that this problem, although endemic in the relationship between policymakers and intelligence. professionals, had grown worse in recent years. As a result of his discussions with Deputy Assistant Secretary of State Palmer and other State officers, NIO/USSR-EE is working with DI/SOVA to produce an analysis of the Soviet grain situation for the US delegation that is going to negotiate a new grain deal with the Soviets. NIO/Western Europe and his Assistant visited NSA on 21 October to receive extensive briefings and discuss requirements. NIO/WE, along with former Ambassador to Turkey James Spain, will deliver the keynote address today to the DI/EURA-sponsored conference on Greece and Turkey at Airlie House. IV. Future Activities The DCI's Political-Military Advisory Panel will meet here on 28 and 29 October to discuss various Soviet and Near East-related intelligence topics with NIC and DI officers. NIO/GPF will meet next week with USMC Commandant General Barrow to discuss the GPF work program and to refine requirements for future military NIEs. C/NIC, VC/NIC, NIO/USSR-EE, and NIO/GPF and one of his assistants will visit the JFK Special Warfare Center at Ft. Bragg on 27 October to discuss Army unconventional warfare programs. J-f Henry S.
