UNDER SECRETARY OF STATE FOR ECONOMIC AFFAIRS SECRET December 3, 1982 MEMORANDUM FOR: Mr. Schneider, State Mr. Burt, State Mr. McCormack, State Mr. Leland, Treasury SUBJECT: East-West Economic Relations: Studies and Follow-up Following our meeting on November 30, the Deputy Assistant Secretary-chaired groups have provided the bare bones of the institutional and procedural aspects of the international side of this project. We have worked these ideas into a letter Secretary Shultz will send to his counterparts in the countries that have participated in the East-West negotiations. He will discuss this with the European Foreign ministers during his upcoming trip, and I will talk to the Japanese while I am in Tokyo. The next step is to draft terms of reference and strategy papers for the five follow-up areas: energy, credits, COCOM, trade in high-technology goods, and East-West economic relations. Could your respective groups, as designated in the NSDD, prepare these papers which will eventually serve as guidance to the U.S. participants in the international studies. The papers should provide a strategy for moving from the studies to the objectives stated in the NSDD. I would like to receive these papers by December 16. A meeting of the SIG-IEP is envisaged for the week of December 20 to consider the procedural and substantive aspects of the East-West follow-up.
