l.Ed decided on what the cover should be this time. As drawn up b y ~ohn
this cover will center land hemisphere intersecting
a circular shield featuring an eagle's head sur ounded by some fairly vicious
looking spikes which my informants tell me represent the compass rose, outside
of which are the words Central I,.itelligence Aency. It is designed to be in
bronze, the background to vary according to the type of report, the_lttters
to match the device.- will prepare an example of it some time this week,
and we propose to submit it as our recommendation for covers as dexcribed in
report on meeting #/1. (I was not thrilled to the core over the cover, but
believe it won't make too much difference as what we'd probably find out no
matter what we submitted would be what the thoughts of Authority are on the
m atter. Having found that out, we can effiox devise something that will meet

1. We didn't get vey far beyond where we were before. Despite
argument that the covers should have more variation, committee held to
general idea of a like cover with color variation.
2. Since nobody had come in with a new idea as ha,? been planned, the dis-
cussion was more or less guided by the double-globe cover - had STATINTL
with him. Consensus areemd to be that we'd use that only that one hemisphere
would be re placed with so e sort of device in the nature of a hhield for
CIA. It would be something that could be used as a seal eventually but it
would not be referred to as such.
3. At meeting 4/19 ideas will again be submitted.

Record of conversion with Mr. subject of maps in ORE 22 491NTL
1. They have thousands of hours in the project and are proud of it the
results. Cancellation in any form would be unthinkable from their point of
view.
2. Reduction in size now planned (26X/+O) would make the maps virtually
illegible and useless and would furthermore ,add to the expense of reproduction.
3. F&&ding of maps at present size into published ORE would add to the same
a bulk equivalent to about 100 pages and ,through folding, would make the maps
less usable for most recipients.

believes that most of those receiving maps will want to hang
them on the wall (they are unclassified) which furnishes a further reason for
not folding. Ideally, they ought not to be folded at all and should go out
either in a large enough envelope to take them flat or in a tube.
5. It seemed, therefore, that if they are going to be considered a part of
ORE 22-49, they will have to accompany it in a separate package. I made the
suggestion, however, that if this still offends you t>o much, it would be
possible to have the maps issued separately as a publication of D/Map, a note

to be included in the ORE to the effect that they exist. Bob agreed to this
method if it happens to interest you. Obviously, this doesn't really get us
anywhere as we have, in effect, a supplement apyway, but it might have one
other vittnie in that the value of these maps will be mostly to agencies id zxz
that are not authorized to receive classified material. The little plain
package could go to any of them, marked in such a way that they would be-in
no way associated with ORE or with CIA if you liked.
6. As I suspected, the maps are going to be far more valuable than the
report. There are five of them, by the way, and they contain all the important
information that appears in the 250 pages of supplement only in more usable
form.
