just didn~t know what they were driving at when they wrote the piece'

of their own ignorance.
If it were something else, we might be able to let it go vrith
editorial patching, but it seems to me th?~t the most important question
to be answered about FIC is the one that isn't answered here. Ivly
only solution at the moment would be to take the whole matter down

done by his board of estimates down there---not - office which STATINTL
