This memo discusses a Top Secret memo of 24 December 1947 enclosing
criticism of ORE 64. It states that the TS memo was completely unaccept-
able because of tone, substance, and uncertain representation of depart-
mental authority. Also it says that the TS memo's suggestion for a
conference is rejected and recommends that copies of Western Europe's
Branch draft of ORE 64, which represents the coordinated views of CIA,
Army, Navy, and Air Force should be forwarded to State as soon as possi-
ble to prevent further delay.
