1. The primary responsibility for the production of
sociological intelligence in the field of population and man-
power would appear to rest with the Office of Intelligence
Research, Department of State. The national Office of Vital
Statistics and the Bureau of the Census are concerned with
the vital statistics of the United States, although their
techniques and experience in this fil.d might well be used
to great advantage by the intelligence agencies.
