Relationship of CIG with JRDB," dated
13 March 1947.
b. Memorandum to Assistant Directors and Chief of
ICAPS, subject: "Establishment and Functions
of the Nuclear Energy Group, Scientific Branch,
ORE," dated 28 March, 1947.
1. Reorganization. The Scientific Branch, ORE, has been reorganized
to include the assumption of full responsibility for the nuclear energy
intelligence program of this agency, and the closer coordination and super-
vision of its activities by the Assistant Director for Reports and Estimates.
2. Responsibilities.
a. The Assistant Director for Reports and E,xtimates is charged
with full administrative and operational responsibility for the
Scientific Branch except as specifically provided below.
b. The Chief, Scientific Branch, ORE, is delegated the following
direct responsibilities:
(1) Maintains liaison with the Research and Development
Board and Atomic Energy Commission on scientific intelligence
matters pertaining to CIA.
(2) Supervises and controls direct liaison of members
of his branch with the agencies indicated above.
(3) Determines and establishes any essential special
security requirements In connection with flow of highly sen-
sitive scientific intelligence and intelligence information
to and from CIA. The Executive for Inspection and Security
will be consulted when appropriate.
(4) Advises the Director of Central Intelligence on
Scientific intelligence matters of such nature that direct
contact is essential.

c. The Chief, Scientific Branca, will keep the Assistant
Director for Reports and Estimates fully informed of his direct
actions carried on under the provisions of "h" above.
3. Appropriate revision of statement of functional responsibilities
will be included in the next revision of the ORE organizational chart.
