BOTRACT Report begins with description of ORR's functions in relation to
economic intell, the NIS program and coordination. It'then explains basic
concepts on which ORR operates and its achievements in emphasizing impor-'
tance of economic intell, the functions of which are described. The mission
of ORR, concerned mainly with the USSR and Eastern Europe, and techniques
in determining and acquiring intell needed to fulfill this mission are ex-
plained as are functions of Geographic Division and Economic Intelligence
Council.* Also covered is use of outside sources-from consultants to uni-
versities to foreign agencies-and ORR's relation with them. Finally two
major problems are discussed-the organization of existing info which is
usually widely scattered and uncoordinated and the lack of operational
knowledge, a situation that keeps ORR from being alert for new developments.
