BSTRACT
The report contained here is actually a brief history of ONE's
predecessor in ORE and its attempts to establish a meaningful estimates
program. The report covers the problems of ORE--the lack of precedent,
the incompetent personnel, and the lack of clearly defined functions;
the theory that ORE operated on in preparing estimates, the deficiency in
ORE's evaluations, ORE's liaison problems with IAC agencies, the efforts
of the Dulles-Jackson Report, and the formation of the Special Staff and
the Estimates Production Board.
