you requested in connection with your work on the history of the
Office of Operations. An "Introduction" describing the documentation,
organization, and limitations of the material is attached,
2, The draft was prepared according to the following "table of
contents", Introduction (attached)
Chapter I: Office of Operations; History of the policy and
events affecting more than one division.
Chapter II: Contact Division
Chapter III: Chapter IV: Foreign Documents Division
Chapter V: Sovmat Staff
3. Chapters II through V accompany this memorandum. An original
and ona carbon copy of each chapter (except V) are provided for the
convenience of your staff in reworking the material. Completion of
Chapter I has been delayed by operational considerations and a tem-
porary lack of staff, The chapter will be relatively brief and will
be forwarded as soon as possible.
