Reference: (a) Memorandum from Assistant Director for Operations, dated
28 May 194.7
(b) Memorandum from the Director of Central Intelligence,
dated 3 June 1947
1. Preliminary to the study by ICAPS which is required by Reference (b),
ICAPS requests the comments of ORE on this technique.
2. It is the current opinion of ICAPS that the most significant use of
this technique will be timely only when ORE is sufficiently staffed to insure
complete and detailed analysis of foreign conditions affecting the national
security. It should in all probability be restricted in use.
3. Comments of ORE should be returned to ICAPS through OCD for general
comment by that office.

SUBJECT
Reference a : ICAPS1 Memorandum dated 28 June 1947 re same
subject
1. Reference a forwarded a memorandum from the Assistant Director of
Operations on the subject and expressed the opinion that the most significant
use of this technique will be timely only when ORE is sufficiently staffed to
insure complete and detailed analysis of foreign conditions affecting the
national security.
2. A study of the proposal as submitted by the Assistant Director of Op-
erations indicates that the matter under discussion is fundamentally that of
technique of collection of intelligence or intelligence information. ORE.,
therefore, is properly interested in this subject only in so far as it offers a
fruitful source of intelligence. It is desired to observe in this instance
that ORE should not participate in the operation of such a technique as it is
presumed that intelligence should be collected by competent collectors and
this is, of course, the responsibility of one of the CIG collection agencies.
Unless, therefore, the mission of'ORE has fundamentally changed to include
collection, ORE should not indulge in directing or controlling the work of
collection by this means. 25X1 A
3. It is suggested that any such program of
or in the use of should be very carefully coordinated with the
execution of the foreign policy of the United States and as such is., of course.,
fundamentally a function of the Department of State. Furthermore it is sug-
gested that the organization of a committee to handle the operation of this
technique is too cumbersome and would not be productive of any good results.
It is believed that results by this technique of intelligence collection can only
be attained by the use of a few highly qualified individuals who are given
wide authority and discretion in operating this technique.

1. This is to inform you that the Director feels that no action
should be taken on subject matter at present.
2. He indicated that action should be held in suspension and the
matter be reopened on 1 November 1947.
3. ICAPS will take the necessary steps to reopen the project at
the time indicated.
