The following changes should be made in the existing Statement
of Mission and Functions of OSI, as set forth in Tab B:
I. MISSION
Change "is charged with the provision of that scientific
and technical foreign intelligence" to "is charged with
the production of that scientific foreign intelligence."
Add a qualifying clause immediately before the mission
charging AD/SI "with the coordination of directly pertinent
scientific and technical intelligence activities of govern-
mental departments and agencies," the qualifying phrase
to read "to the extent that this Agency may be directed
by the NSC."
II. FUNCTIONS
In B., change "coordinated scientific intelligence " to
"all-source scientific intelligence."
In D., eliminate the words "national" and "and technical"
from the clause "recommend establishment of the national
scientific and technical foreign intelligence objectives."
In E., eliminate "and technical" so that this clause re-
quires the preparation of programs for the production of
"the foreign scientific intelligence required to meet the
national objectives."
Delete all of F..
In the present I. (new H... by reason of the deletion of
F.), delete "agencies" and substitute "CIA offices and
of such other agencies as may request such support," so
that the clause reads "Support the collection activities
of all CIA offices and of such other agencies as may
request such support through technical assistance and
guidance.".
