ITEM 1 - Minutes of the 20th Meeting, SIC 3/20 (Approved by telephone on
or before 19 March 1951)
The Chairman suggested that on page 2, second paragraph -
the first sentence be amended to read:
f"The motion was seconded by the Air Force member....'!
The Navy member suggested correction to the first line of
the last paragraph to change the word "Chairman" to "Chairmen".
The corrections were approved.
ITEM 2 - Motion to Abolish Certain Working Committees:
At the 20th meeting on 8 March 1951:
a. The Army member moved that:
(1) The committees noted below be abolished herewith
and that the secretary send out appropriate notifications
to this effect to the committee members and interested
agencies:
Joint Anti-Aircraft Intelligence Committee (JAAIC)
Joint Aircraft Intelligence Committee (JACIC)
Joint Chemical Warfare Intelligence Committee (JCWIC)
Joint Electronics Intelligence Committee (JEIC)

b. At the suggestion of the Air Force member the motion
was amended to include that:
(1) The remaining committees as noted below be con-
tinuously studied to determine whether they should or
should not remain under the jurisdiction of the SIC:
Joint Biological Warfare Intelligence Committee (JBWIC)
Joint Atomic Energy Intelligence Committee (JAEIC)
Joint SOVMAT Intelligence Committee (JSMIC)
Joint Medical Sciences Intelligence Committee (JMSIC)
The Chairman asked each member if he wished to comment prior to voting
on the motion. The Air Force member then distributed a paper on the
subject, a copy of which is attached. Considerable discussion ensued
after which the members voted on the motion as follows:
Col. Harris, Department of the Air Force
Col. Merrill, Department of the Army
Cdr. Lawder, Department of the Navy
Opposed to the motion:
Dr. Henderson, Atomic Energy Commission
Mr. Buford, Department of State
Dr. Chadwell, Central Intelligence Agency
The Chairman advised the members that the divided vote makes it
necessary to refer the matter to the DCI, pursuant to paragraph 7,
DCI 3/3.
The SIC adjourned to its next regular meeting, scheduled for 1000
a.m., 10 May 1951 in Room 2519 "M" Building.
