OBJECTIVES OF THE SIC 1. DCI 3/3, dated 28 October 1919, establishes an interdepartmental Scientific Intelligence*Committee which is charged with developing its methods of procedure. As a forerunner to the establishment of methods, it is believed necessary to outline the scope of interest of the SIC and delineate the problem with which it must deal. ma working committee arrangement; namely,, to leave the working committees C ~ z m of experts free to get on with the substantive aspects of scientific d 6-0 2. As sL-t forth in paragraph 3 of DCI 3/3, the SIC is charged with determining the scientific fields in which intelligence effort is required, establishing working committees of experts, providing a frame- work of operation for those committees, and resolving differences arising within or among the working committees, 3. The SIC is responsible for the proper operation of its working,- committees in carrying out the functions outlined in paragraph 1 of the directive.
