The Assistant Director, ORE., has complained to ICAPS that the present arrangement whereby the principal CIO member on the above committee comes from OSO and the alternate from ORE is not operable. 2. As his reasons he states that from time to time ORE receives notifica- tion that OSO will: be unable to represent CIO and requests ORE to send its repre- sentative. 25X1A 25X1A 5. ICAPS believes that this is a proper function of the Executive Director and therefore suggests that the Executive Director request the Assistant Directors 3- ORE points out that its representatives of the Russian Division is very bus and that no one in ORE or OSO can determine whether of 090 or is the busier. lt. ORE proposes that ICAPS make that determination and then direct the -less busy office to send its representative. 2 5X1A OSO, to arrange for alternate to Mr. -through the Executive Director rather than direct with ORE. 6.
