Report by the
SAN,AC Subcommittee on S ecial Studies and Evaluations
THE PROBLEM
1, To determine the minimum technical assistance necessary
for further planning of a National Psychological Warfare Agency.
FACTS BEARING ON THE PROBLEM
2. On 7 April 1948, the State-Army-Navy-Air Force Coordinat-
ing Committee approved SANACC 304/12, "a plan for a National
Wartime Psychological Warfare Organization", as a basis for
further planning.
3, On 7 April 1948, the State-Army-Navy-Air Force Coordinat-
ing Committee approved SANACC 304/14, "the views of the Joint
Chiefs of Staff with respect to a nucleus for coordination and
planning for psychological warfare under the policy guidance of
the National Security Council", for forwarding to the National
Security Council for consideration and appropriate action.
SANACC 304/6 and 304/12 were forwarded to the National Security
Council together with SANACC 304/14,
DISCUSSION
4. After further study, the Subcommittee on Special Studies
and Evaluations concludes that additional technical assistants
organized into working groups subordinate to the Subcommittee,
are necessary in order that the Subcommittee may continue the
further planning envisaged by SANACC 304/12,
5.. Based on World War II experience, in order to determine
the broad requirements for organizing and operating a National
Psychological Warfare Organization (in event of war or national
emergency), the Departments of State, Army, Navy and Air Force

shou"L,a each nominate an official or officer qualified to serve
with each of the following working groups:
a. On communications' requirements (communication
equipment and geographical distribution of radio broad-
casting stations);
b. On logistics and procurement (logistics necessary
for operating mass information media) ;
c. On training and training curricula;
d. On personnel and mobilization plans;
e. On matters pertaining to budgetary and legal problems;
f. On intelligence matters (intelligence and procedures
for interchange of intelligence pertinent to psychological
warfare between existing governmental agencies);
g. On research and development.
CONCLUSION
6. It is concluded that:
a. The State, Army, Navy and Air Force Departments
should nominate a suitable official or officer on a part-
time and temporary basis to serve with each of the following
working groups on matters of overt psychological warfare:
(1) Communications requirements;
(2) Logistics and procurement;
(3) Training and training curricula;
(4) Personnel and mobilization plans;
(5) Budgetary and legal problems;
(6) Intelligence matters;
(7) Research and development.
RECOMMENDATIONS
7. It is recommended that:
a. SANACC approve the above conclusion;
b. In view of the fact that the National Security
Council now has under consideration matters pertaining to

the broad aspects of psychological warfare, this paper be
referred to the National Security Council for information,
and to the State, Army, Navy, and Air Force Departments
for information and appropriate action.
