P SYCH0L0GI CAL WARFARE (SANACC 304/12 - 304/13 - 304/14) After considerable discussion relating to (1) what action the Committee should take on the subject papers and (2) what form and with what recommendations they should be passed to the National Security Council THE COMMITTEE: a. Concurred in the views of the Joint Chiefs of Staff on SWNCC 304/6 as expressed in SANACC 304/14 and agreed to the following revision of the Appendix: (1) Forwarded for the consideration of the National Security Council are the views (SANACC 304/14) of the Joint Chiefs of Staff on SWNCC 304/6 which are concurred in by the SANACC: "The Joint Chiefs of Staff have considered SWNCC 304/6 and it is the opinion of the Joint Chiefs of Staff that from the military point of view: "a, The National Security will be adversely affected if a working nucleus for the planning and coordination of psychological warfare is not brought into existence prior to war (or threat of war as determined by the President); "b. The effect of the recommendations in SWNCC 304/6, as approved by the State-Army-Navy-Air Force Coordinating Committee, would be to post- pone, to a dangerously late date, the establish- ment of a psychological warfare organization; and "c. There should be established, as soon as practicable, under the National Security Council, a Psychological Warfare Organization, but with its peacetime scope and activities limited to that of a working nucleus for planning and coordination. "Accordingly, the Joint Chiefs of Staff recom_iend that the pertinent Conclusions and Recommendations of SWNCC 304/6 be amended in the light of the above comments, " In this connection there is enclosed a copy of SWNCC 304/6 approved by SANACC prior to receipt of the Approved For Release 2004/10/08 : blA-RDP84-00022R000400110026-1 S E C R E T Approved Fol lease 2004/10/08: CIA-RDP84-0002%PO0400110026-1 S E C R E T JOS viewe "referred to above: Also enclosed for the information of the Council is a copy of SANACC 304/12, approved by the Committee as a possible basis for further planning-` b. Approved SANACC 304/12 as a basis for further planning subject to the following revision of the Recommendations (pax?a. 7) . (1) SANACC approve the Appendix, a basic plan for a National Wartime Psychological Warfare Organization as a possible basis for farther planning. (2) The "cover" name of National Security Information Agency be tentatively approved for such an organization._ (3) After approval this paper be forwarded to the National Security Council for information and possible use for further planning. 2. INDUSTRIAL SECURITY (SANACC 386/2 - 386/3) After some discussion, THE COMMITTEE: a. Approved SANACC 386/2 as amended by SANACC 386/3 subject to revision of the Recommendations to read as follows: 116. It is recommended that: a. SANACC approve specifically the following of the above mentioned Conclusions: (1) Part I -- General -- in its entirety. (2) Part II -- Implementation -- Paras. 5a(1) 5a( 2) , 5d( 1) , 5d( 2) 5e(1) and 5f. b. SANACC approve in principle the remaining Conclusions in Part II subject to their consideration by appropriate authority. c. National Security Resources Board, Research and Development Board, the Joint Chiefs of Staff and the Munitions Board for information. (2) The Departments presently represented on SANACC for action as indicated. (3) An Interdepartmental Committee (para. 5f -- Part II -- Implementation) should be established, for continued study and specific recommendations as to further implementing action on those Conclusions not specifically covered in para. 6a(2) above." SANACC 386/2, page 11, paragraph f last line - eliminate period and add the following phrase: Nand other appropriate agencies, such committee to be established initially under the general direction of SANA.CC. " c. Noted the reservation of the Department of State on the amendments to the Espionage Act as proposed in 5 e (1) as it is on record with the Bureau of the Budget as taking issue with certain of the proposed changes in that Act. 3. LEGAL AND LEGISLATIVE ASPECTS OF UNITED STATES MILITARY ASSISTANCE TO FOREIGN NA IONS ~SANACC 360 4 -- 360/9 - 360/ 7) THE COMMITTEE: a. Approved SANACC 360/4 as amended by SANACC 360/7 subject to the following: (1) SANACC 360/7, para. I a, line 4 - insert the word "specific" before the word '"legislative". (2) Same paragraph, line 5 - eliminate Nplenary ". (3) Paragraph b, line 2 - eliminate "plenary". 4. THE COMMITTEE agreed to meet biweekly on Thursdays.
