It seems accurate in general. I should make the following
cotentas
I. Third paragraph, last sentences This sounds as if the
Agency makes actual surveys (which I suppose it is legally entitled
to do under its "inspection" power, (Section 102 (e) and actually
directs the other agencies in some particulars ("...make certain
that those requirements are fulfilled") .,. Probably the statement
could be considered accurate from a reading of the Security Act,
but it seems to me to give a somewhat wrong impression of what the
Agency actually does.
2. Fourth paragraph, third lines The word "additional" is
quoted from the Accts but in this context it would seem to me as a
reader to imply that the CIA duties listed in paragraphs 2 and 3
are also "services of common concern". I should think the word
"certain" would be preferable to "additional".
3. Fifth paragraph, first sentences "which will not be
slanted in the interest of any one Department." This implies that
an individual department might deliberately "slant" a national
intelligence estimate in its own interest, which would be un-
thinkable. Would it not be better to say something to the effect
that CIA is in position to take a b0oader view of developments
than would be natural to a single department specializing in a
particular field 7 In view of the lost two sentences, perhaps
this could be taken care of through deletion of the words t
"which will not be slanted in the interest of any one Department.
Rather..." (I presume that the engaging mixture of metaphors in
the last two sentences is none of our affair.)
