DOOLITTLE HEADS
INQUIRY INTO C.I.A,
'arrest of Joseph S. Petersen Jr.,
His Investigation Is Second discharged employe of the Gov-
Under Way on Intelligence
?Clark Directs the Other
By HANSON W. BALDWIN
Two extensive investigations
of the Government's intelligence
activities are now In progress I
Washington and elsewhere.
One of them, which never has
been announced publicly. is
headed by Lieui Gen. Janies II.
Doolittle, U. S. ?A. F. (retired).
General Doolit tiXs group is
charged with investigating tho
secret operations of the Cential
Intelligence Agency, and was an-
thorized by the White House.
' The second investigation, al-
ready announced, le that of the
Hoover Commission Trak Force
on Intelligence Activities. which
Is headed by Gen. Mark W
'Clat?14. U. S. A. fretlrea). which
, was authorized by Congress and
j oppointol In cooperation with
Executive authority. The Hoover
Commission group will have its
first meetings in Washington on
Monday.
The exact scope of the Doo-
little investigation and the rea-
sons for the establishment of
this group when the Hoover
Commission was preparing to
iundertake a comprehensive sur-
vey of all intelligence activities
I were veiled in a ..ecy yesteiday.
General Doolittle. who IA vice
president of the Shell Oil Com?
pony. referred questions to the
White House, and Alien W.
Dully!, Director of the C:rntral
Intelligence Agency, would make
no comment.
General Doolittle has two or
three men, whose naives have
not been made public, working
with him, and his 'investigation
has been under way for some
weoks. None of Its results are
knew:IL and probably none ever
will be announced
Some rep ),'t.. Ili ?
ernment s ultra-secret communi-
cations intelligence unit, the Na'
Jona: Security Agenry, With the
Doolittle InvestirraUcn, but there
was absolutely no substantiation
of this and some Informed quar-
ters denied there Was any con-
nection.
Speculation on Scope
Other sources Indicated that
some secret ventures in the intel-
ligence field that "went wrong"
or in which funds were wasted.
Including the preclusive purchase
of tungsten ore and the charter
of shipping, were among the ac-
tivities under investigation.
Most authoritative sources,
however, believed that General
Doolittle and his group were
making ? broad survey of all the
secret operations of the Central
Intelligence Agency in order to
measure them against a yard-
stick of adesfe
rh cy and effective-
ness.
eie was no Indication yester-
day how the two current Inquiries
would fit together. The Hoover
Comminaion task forces are in-
terested primarily in Government
orgnnization. But these groups
have found in the past that It is
impossible to recommend im-
proved organization without
studying the functions and ac-
tivities of the agency concerned.
General Clark, who is president
of The Citadel, a military college
n Charleston, S. C., said his task
force would study not only the
C.I.A. but also intelligence ac-
tivities of the Government
These would include Army,
Navy and AR Force intelligence
units, the National Security
Agency, a unified armed forces
agency that monitors and when
possible breaks foreign codes
and perhaps the counter-espion
age agencies, including the red
eml Bureau of Investigation.
The exact scope of the Investi
gallon will be determined it was
said, at the first meeting of th
full committee Monday. Other
'members or the committee, in Rd
dItIon to General Clark, are Ed
stare V. RIckenbacker, chairman
of the board, Eastern Air Lines;
Admiral Richard L. Conolly.
11.8 N. iretiredi, president of
1./.ng Island University; Donald
president of the Univer-
eit?? of South Carolina, and Er-
nes; Frederick Hollings, Lleutesi-
cc. Governor-elect of South Caro-

;sen. U.S.A. (retired), is the staff;
'director for the group and heads
'about A dozen staff specialists.'
who will do much of the Investi?!
gative spade work for the task;
force. ?
A preliminary report to Con-I
gress' probably will be made in;
Januar?, but the committee docs;
not expect to complete its Inves-
tigation until mine time In 1935
Final reports may have to bel

Heenan of Inquiries Discussed ?
There was some feeling arnonizi
intelligence circles yesterday yes%
teritty that the two investics?I
Bons represented some duplii-a-
tion and overlapping, and that
some friction had developed, or
might develop. This was said to
be partly because one Investiga-
tion. that of General Clark.,
stemmed from legislative, or Con-
gressional, authorization. whereas
the other?that of General floe-.
little ?represented the executive
branch of Government.
In any ease Infonned Circles,
agreed that the investigations;
probably meant that both Con.;
great andtbe Executive Depart.'
meat were determined to Improve'
the Government's InteOgence op-
erations and evaluations. ?
Experts believe much progress'
has been made In the develop'
meat of global Intelligence serv-
ices but some "leaks" and fail-
ures?some of which ate
able in any intelligence service-1
and recent events have. Caused;
some anxiety.
These include thearrest of Mni
Petersen, who handled what was;
known In World War II file
"Marie" ? the Information gatli-1
erect by breaking the codes nfi
foreign nations; the defection toi
the Communists of Dr. Otto John,'
bead of Western Germany's secret(
service; the earlier but posathly;
not related defections of the;
British diplomats, Guy F. De
Money Burgess and Donald 0.
; MacLean; the case of British,
. atomic physicist, Dr. Klaus Fuchs:
-
now In prison as a traitor; and
the amazing network of intrigue.
- espionage and countemesplonage
recently revealed In high places!
e In the French Government.
Some experts believe that all
- these events are somehow inter-,
- related. There have been. more.'
over, some sharp recent criticisms
Of overlapping, duplicating and:
Uncoordinated activities of varl-,
ous United States sponsored In-
telligence agencies in Germany. ;
For all these reasons the two?
investigations now in progress;
are likely to be conducted with.
considerable care, and intelli-
gence specialists are awaiting
- their results wth much interest.
