The exact scope of the Doo- little investigation and the rea- sons for the establishment of this group when the Hoover Commission was preparing to iundertake a comprehensive sur- vey of all intelligence activities I were veiled in a ..ecy yesteiday. General Doolittle has two or three men, whose naives have not been made public, working with him, and his 'investigation has been under way for some weoks. Speculation on Scope Other sources Indicated that some secret ventures in the intel- ligence field that "went wrong" or in which funds were wasted. Including the preclusive purchase of tungsten ore and the charter of shipping, were among the ac- tivities under investigation. Most authoritative sources, however, believed that General Doolittle and his group were making ? broad survey of all the secret operations of the Central Intelligence Agency in order to measure them against a yard- stick of adesfe rh cy and effective- ness. eie was no Indication yester- day how the two current Inquiries would fit together. The Hoover Comminaion task forces are in- terested primarily in Government orgnnization. But these groups have found in the past that It is impossible to recommend im- proved organization without studying the functions and ac- tivities of the agency concerned. General Clark, who is president of The Citadel, a military college n Charleston, S. C., said his task force would study not only the C.I.A. but also intelligence ac- tivities of the Government These would include Army, Navy and AR Force intelligence units, the National Security Agency, a unified armed forces agency that monitors and when possible breaks foreign codes and perhaps the counter-espion age agencies, including the red eml Bureau of Investigation.
