This award is made annually to the individual selected as the outstanding career lawyer in Government Service in Washington. The Selection Committee hopes that the heads of departments and agencies of the Executive Branch are alerted to the significance of this award and the need to have appropriate nominations made so that we will be able to select from a truly representative group of nominees. Although your office has probably received information on this subject from other sources I am attaching a copy of the notice, and hope that you will designate some responsible member of your staff to make certain that the matter receives consideration from those familiar with the work of your career lawyers. CLARK ANNUAL AWARD FOR THE YEAR 1975 The annual "Justice Tom C. Clark Award" will be given for the sixteenth consecutive year in 1975. The award will be presented at a luncheon meeting of the District of Columbia Chapter to be held on May 13, 1975. Chief Justice Warren E. Burger is the Honorary Chairman of the selection panel for the award. The chairman and members of the panel are: Hon. Edward A. Barry Costilo President, District of Columbia Chapter, Federal Bar Association The committee requests that nominations be forwarded not later than March 22, 1975, to Chapter President, L. Barry Costilo, The Federal Bar Association, D.C. Chapter, 1815 H Street, N.W., Washington, D.C. 20006, in the manner of submission hereinafter set forth. There follows a description of this important award: The award known as the "Justice Tom C. Clark Award" is presented annually by the District of Columbia Chapter of The Federal Bar Association in recognition of outstanding accomplishments by lawyers of the career service employed in the District of Columbia by the United States Government or by the Government of the District of Columbia. The award is so named because it honors our former National President in his distinguished career as a government attorney, as the Attorney General of the United States, as a Justice of the Supreme Court of the United States, and as the First Director of the Federal Judicial Center. Purpose of the Awards Program The purpose of the awards program is threefold: (1) to give public recognition to career lawyers who have performed outstanding work for the United States Government or for the Government of the District of Columbia, or in the field of Federal public law generally; Approved For Release 2001/09/04: CIA-RDP84-00313R000100060011-3 Approved For lease 2001/09/04: CIA-RDP84-00313WO0100060011-3 (2) to stimulate the interest of the public and the legal profession in the diversified opportunities and responsibilities of such career lawyers, and in the significant contributions made by them; and (3) to encourage high standards of performance by career lawyers Basis of the Award The following criteria of accomplishment are considered by the judging panel in selecting nominees: (1) General accomplishments -- a nominee may be qualified by outstanding legal ability, scholarship, and performance over a sustained period even though these are not relateable (2) Specific accomplishments -- a specific accomplishment is one for which the nominee is primarily responsible, which results in significant benefit to the Government or the legal profession, and which constitutes a con- tribution to the development of public law. The accomp- lishment of the nominee should be reasonably related in time to the year preceding the nomination. Eligibility of Nominees Any civilian or military career attorney employed in the District of Columbia by the United States Government or by the Government of the District of Columbia at the time of the accomplishment for which the award is given is eligible to receive the award, except as hereinafter provided. A nominee will not be considered unless tree accomplishments constituting the basis for his nomination occurred or were performed during the five year period of Government service immediately preceding the date of the submission of the nomination, nor if such Government service was terminated more than one year preceding the date of the submission of the nomination. No nominee will be considered for the award if the accomplishments consti- tuting the chief basis for his nomination were required of him in an office of the United States Government or the Government of the District of Columbia, pur- suant to appointment by the President and confirmation by the Senate, or while serving in a judicial or quasi-judicial capacity. Nominations -- Manner of Submission Heads of departments and agencies are encouraged to submit nominations for the award on behalf of qualified personnel in their departments or agencies. Members of the District of Columbia Chapter of The Federal Bar Association are also urged to submit nominations in writing addressed to the President of the District of Columbia Chapter on or before March 22, 1975, for the current award. (2) The first paragraph must state (a) the name and age of the nominee, (b) the total number of years during which he has served in the United States Government or in the Government of the District of Columbia, and (c) the department or agencies in which he has served or is presently serving. (3) Following the information in (2) above, the presentation should develop and enlarge on the substantive reasons why the nominee is thought to qualify. (4) The presentation should not exceed five pages in total. (5) Seven copies of the presentation should be submitted. Exhibits are not to be attached to the presentation. William G.
