and documents nominating for the Arthur S. Flemming
Awards Program.

2. Background: In response to the Office of Personnel's
annual request for nominations for public service awards, the
Office of SIGINT Operations/DDSET,.nominated Mr. STAT
for this distinguished a-ward. On.23 June 1981 the Honor and Merit
Awards Board reviewed his nomination and recommended that he be
the Agency's candidate. You approved that recommendation on
2 July 1981. The Office of Security and the Central Cover Staff
have reviewed the contents ofthe nominating statements and concur
in their release.
3. Staff Position: an SIS-3, is currently STAT
assigned as Chief of the Ground Ty--stems Group in the Office of
SIGINT Operations. I superior performance recently earned
him the award of the Intelligence Medal of Merit. He brought to
fruition a highly complex collection program which has provided
unique and valuable intelligence to the Community and handled with
the greatest aplomb the most sensitive negotiation and planning
involving high-level officials of the Executive and Legislative
Branches.

2. Background: In response to the Office of Personnel's annual request
for nominations for public service awards, the Office of SIGINT Operations/
DDS&T, nominated Mr. for this distinguished award. On 23 June

I am writing you because once again the Downtown Jaycees are
pleased to announce the 34th Annual Arthur S. Flemming Awards
Program honoring ten outstanding young men and women in the
Federal Government. You are cordially invited to nominate per-
sons from your organization to be considered this year. There
is no limitation on the number of nominations that may be sub-
mitted and full representation from each agency is encouraged.
The Flemming Commission continues to seek and encourage more
nominations of minorities and women for this prestigious and
widely sought-after award.
I am enclosing information to better acquaint you with eligi-
bility requirements and judging criteria. Also enclosed is a
copy of last year's ceremonial brochure to illustrate the kinds
of contributions that receive recognition. The deadline for
nominations is Friday, December 11, 1981. The awards will be
presented at a program to be held in Washington, D.C., on
April 23, 1982. Copies of the nomination form have been for-
warded under separate cover to the Incentive Awards Adminis-
trator of your organization.

THE DOWNTOWN JAYCEES OF WASHINGTON, D.C.
To Honor Outstanding Young Men and Women in the Federal Government
The Arthur S. Flemming Awards Commission and the Downtown Jaycees of Washington, D.C. an-
nounces the Thirty-Fourth Annual Arthur S. Flemming Awards Program honoring outstanding young men
and women in the Federal Government of 1981.
PURPOSE OF THE
ARTHUR S. FLEMMING AWARDS PROGRAM
The purpose of honoring outstanding young men and women in the Federal Government each year is
fourfold: (1) to recognize those who have performed outstanding and meritorious work for the Federal
Government; (2) to attract outstanding persons to the Federal Government; (3) to encourage high
standards of performance in the Federal service; and (4) to enhance appreciation of our form of
government and the opportunities and responsibilities that it presents.
The United States Office of Personnel Management enthusiastically supports the Commission and the
Jaycees in the furtherance of this Program.
Any male or female career Federal employee of the Executive Branch of the United States Government
or member of the uniformed services who will not reach his or her fortieth birthday before January 1, 1982
and who has or will have a total of 36 months of government service by December 31, 1981, is eligible for
nomination in the Arthur S. Flemming Awards Program. Similar employees of the Library of Congress, the
General Accounting Office, Office of the Architect of the Capitol, the Government Printing Office, the
Administrative Office of the US Courts, the Smithsonian Institution and the Botanic Gardens are also
eligible. A nominee may be an officer or employee in the department or field service throughout the world.
Awards will be made principally for outstanding and meritorious achievements having current impact on
Federal programs or operations. Individuals previously nominated, but not selected for a Flemming
Award may be renominated.
The issue of whether the age criterion associated with this award violates the Age Discrimination in
Employment Act of 1967 (ADEA), as amended in 1974 by Public Law 93-259 has been raised with the
Office of Personnel Management. OPM has stated, in part, that "... nominating or selecting an employee
for an age-restricted, non-Federal award does not, in and of itself, violate the ADEA prohibitions." The
Downtown Jaycees, young men and women in the early stages of their careers, founded the Flemming
Awards to recognize significant achievement by their peers in the Federal Government. While it is
recognized that age has no bearing on an individual's performance, the age limitation is thought to be
important to the objectives of this Program.
A nomination may be submitted in only one category, i.e., "Administrative" or "Scientific," not both,
although duties may overlap both areas. Administrative nominees should have demonstrated exception-
al ability in administration in any field, such as personnel, labor or law. Scientific nominees should have
demonstrated exceptional ability and performance in their field either by carrying out research, by
applying technical skills, or by active participation in projects under their supervision. In both categories, a
nominee also should have participated in community activities for the enhancement of the community at
