Jones Award for Executive Service. Now in its fourth year, the Roger W. Jones Award is given annually to two Federal career executives who have demonstrated superior leader- ship. The recipients of the 1980 award were Harry S. Havens, Assistant Comptroller General for Program Evaluation, General Accounting Office (nominated by Elmer B. Staats, Comptroller General of the United States) and Dr. Francis J. Mulhern, Administrator of the Animal and Plant Health Inspection Service, Department of Agriculture (nominated by Agriculture Secretary Bob Bergland). As you know, Roger Jones is recognized as a public servant of great distinction, having served in a range of federal agencies over many years, ultimately as a career executive and a Presidential appointee in both Democrat and Republican administrations. He stood for effective- ness in management and for the development of managerial skills on the staffs of the agencies which he served. He recognized that government effectiveness depends in large measure upon the quality of the career executives who work with political leadership in mobilizing the bureaucracy to realize national goals. The award is given to those career executives whose leadership has resulted in outstanding organizational achievement and who have success- fully fostered the development of managers and executives for career service. Specific criteria for selection are stated in the enclosed brochure. The names of the distinguished members of the Selection Com- mittee appear at the bottom of this page. Lt. The Selection Committee suggests that nominations be presented and justified in accordance with the criteria outlined in the brochure. In addition, committee members are looking forward to the likelihood that the increasing number of women and minorities in career executive positions will begin to be reflected in some of the nominations for the award. The deadline for submitting nominations is January 12, 1981. The awards will be presented at The American University's Spring Honors Convocation on May 9, 1981.
