MEMORANDUM FOR: Acting Executive Director-Comptroller
SUBJECT : National Civil Service League
Special Achievement Award
On receipt by the Agency of the announcement
from the National Civil Service League that it had added the Special
Achievement Award to its program Colonel White raised the question of
our reacting to the new Special Achievement Award.
Harry Fisher put out a routine inquiry giving
information about this award but no nominations were received from
any Directorate or Independent Office. The League intends, as we
understand it from direct contact with them, to make only a total of ten
awards with the mix between the Career Service and Special Achievement
Award not predetermined. We agree with Harry Fisher and his staff
that it would be better to concentrate all of the Agency attention on a single
recommendation for one or the other award. Since the Agency plans to
nominate again for the Career Service we believe no nomination for the
Special Achievement Award should be considered this year.
I have asked Harry Fisher to determine the kinds
of achievements made by nominees from other agencies so that we will
have some guidelines to follow next year. In attempting this year to learn
what level or kind of special achievement the National Civil Service League
had in mind we were advised that something on the order of Neil Armstrong's

exploration of the moon (for which he received a Career Service Award
in the absence of the newer award) would be considered a special achievement.
We will take another look at the new award next year when we have a better
understanding of what is desired by the Civil Service League. However,
even in future years we probably should avoid nominations for both awards
lest we find our nominees inadvertently competing for selection.

REFERENCE : Your memo for Acting Executive Director-Comptroller,
Same Subject, dated 2 November 1971
I have seen the referent memorandum concerning the
STATINTL
new Special hievement Award offered by the National Civil Service League.
In the second p\ragraph you indicated that no nominations were received for
this award. U rtunately, you had no reason to know that we did receive a
nomination from t Deputy Director for Science and Technology that Mr.
pminated for the Special Achievement Award.
We h d not brought the DDS & Tts nomination to your atten-
tion because we were ex ecting momentarily to receive the write-up on the
nominee for the regular tional Civil Service League Award. Our instruc-
tions from you on that nomee were to develop the nomination paper in as
confidential a way as we pos ''bly could. Eventually, you were to discuss the
nomination paper with the Dire tor who would then decide whether the nomi-
nation would be formalized and b.mitted. Ben got in touch with
who in turn asked Jim Angleton to write the paper. In all of this, emphasis
was given to the need to protect the "dentity of the nominee. STATINTL
On receipt of the no. ination paper, our plan was to recom-
mend that if the Director determined th that candidate would be submitted
for the normal National Civil Service Lea ue award, no action be taken to
STATINTL submit nomination for the othei~,.award. Our belief is that if we
go with one nominee for the big award, we should not jeopardize his chances
by submitting any other nominees. On the other hand, if it is determined by
the Director that papers would not be submitted n the other nominee, we
STATINTL recommend that nomination be writte \up and submitted.
We have not yet received the write- p on the nominee for
the regular award but we expect this on Friday, 5 Nov ber. We will deliver
the paper to you im.mediatelyrupon receipt.
