KIMSEY auoa a l avii service? ague 0051- i April 11, 1969 Honorable Richard Helms Director Central Intelligence Agency Washington, D.C..20505 You will be pleased to know that a career employee of your staff has just been selected by the National Civil Service League to receive its 1969 Career Service Award. He is Col. L. K. White. Should you wish the pleasure of informing him personally, we will wait a few days before notifying him of this honor. A June 13 banquet and dance, preceded by a reception at 6:30, at the Washington Hilton Hotel, will be the scene of the award ceremony. Traditionally, top government officers take part in the banquet pro- gram by introducing their Awardees to receive the award from a League officer. Therefore, I cordially invite you to join us in "black tie" at the reception, and as a head table banquet guest. Our goals are to honor the Awardee for outstanding performance, increase citizen awareness of quality in government and encourage the ablest to build government careers. The achievement of such goals -- so important to better government -- depends considerably on the interest and attention you can give to the project. That is why we respectfully request your help in making the event strongly supported, broadly attended and widely publicized. Will. you personally urge your employees to join us on June 13? And -- as is done each year -- will you designate ranking members of your information and personnel staffs to give their best efforts to work with us on publicity, attendance and other arrangements? Please ask your designees to call NCSL Executive Director Jean Couturier at 659-2442. He will invite them to a planning meeting scheduled for April 28. Please accept our congratulations on this honor to your agency. We look forward to hearing from you. Sincerely, Mortimer M.
