Civil Service League Award
1. 1 met y4th Jean Couturier this afternoon. The essence of what
was a very pleasant 25 minutes with him is that the League does not seek
testimonials but is pleased to receive them if they are sincere and not
obvioly the result of an organized pressure campaign. There is no
therefore, in vW mind about the worth of a note from Mr. McCone
to Mortimer Caplin. I should think that to insure
they simply be advised that the nomination has been made and
provide the address of Mr. Caplin in care of the National Civil Service
League.
2. The actual selection system is quite complicated--made so by an
effort to insure full and objective consideration of the nominees. I have
attached a list of all those who will this year participate in at least a
first-round screening of the nominees. In addition, also listed the
Board of Directors who can also be addressed in that role. In reviewing
this list, I note in the group identified as "Washington fiends of the
Tate" the name Bryce H. Harlow, identified with Proctor and Gamble
Manufacturing Company. I assume this is the Bryce Harlow who is now on
the White House staff and may well now be personally known to the Director.
The key group of four till be the first three listed: Mortimer M. Carlin,
Bernard L. Gladieuc, and John J. Corson plus Jean Couturier himself. If
the Director would indicate those on the list to Yhhom he would like letters
prepared for his signature, we will start drafting. I should imagine,
however, that there are so which he would prefer to handle himself.
Attached also is a copy of the portfolio which was delivered today.
3. Jean indicated that he was pleased that we had resubmitted
Colonel White and, in reading the Director's forwarding letter and
scanning the summary statement, commented most favorably,
k. 1 need to pull together to give to Jean whatever we can get with-
out going to Colonel White personally on his membership in organizations
and societies, participation in civic activities or organizations, and
media through which publicity might be given should he be selected.

Career Service Awards
[Purpose
This National Civil Service League program is undertaken to
strengthen the public service by bringing national recognition to
significant careers in the Federal service.
The League will grant awards to ten career employees who
exemplify in an outstanding manner the primary characteristics of
the career service: efficiency, achievement, character, and service.
Extensive publicity through television, radio, magazines, and news-
papers will be given to the selections and the presentation of the
awards.

HONORING CAREER PUBLIC SERVANTS
X e Award
The Career Service Award recipients will be presented with a
scroll and will be guests of honor at a dinner in Washington, D. C.
to be addressed by a nationally prominent speaker and attended by
many leaders of government, business, education, and the professions.
Basis of Selection
1. Efficiency and achievement
A record of exceptional efficiency; evidence of sustained superior
performance and accomplishment.
A record of integrity and devotion to the principles of public
service.
At least 10 years (including military service), not necessarily
all in one agency. This must give evidence of achievement
and career progression.
