I called Irene on the above question. She said that Courturicr told her when she talked to him originally that Mr. Smith was among the twenty last year (same as this year). She said that last year they were picking women (2) and that we had winners five out of six years. (This information is unofficial and was included in the "eyes only"a morand.um which Mr. Echols sent to the Director). She also said that Mr. Smith is a natural for the Rockefeller Award. She feels that we lost last year by nominating a "first stringer" instead of someone just below. Irene thought maybe we could submit his nomination with few or no changes. (If Mr. Smith wind he will receive 0$10,000) We have never made suggestions on either the Presidential Award or the ILLEGIB Rockefeller, 0 these have always been made by the Director. C. 20505 This letter is written in regret mixed with pleasure. Our regret stems from the fact that your nominee for our Career Service Award, Dr. R. J. Smith, was not selected for 1967. Our pleasure derives from the opportunity tell you that he came very close to winning and was among the finalists given most serious consideration by our Committee. It is always difficult - sometimes nearly impossible - to pass a relative judgment on the very obvious great merit of the finalists who have been picked from the many nominations submitted. This was especially true this year. In fact, it is real credit to your nominating process that Dr. Smith was among the few who survived three very rigorous screenings. Thus, I congratulate you and him on behalf of our Selection Committee and urge you to consider a renomination next year.
