Thank you for your letter inviting me to abtnit nominations
for the thirteenth annual Cereer 'rvice Awards of theNational
Civil Service League. I IUD nominating Dr. R. J. atnith. our
Deputy Director for Intelligence, and have submitted the Bain inating
materials to Mr. Couturier.
Dr. 3snith waS nominated for the 1966 Career Sirvice Award
when he was Director of the Office of Current Intelligence. With
his appointment as Deputy Director for Intelligence in January 1966,
he became responsible for the total overt intelligence collection and
intelligersce production side of the Central Intelligence Agency. Dr.
Stnith is an outstanding leader in the United States intelligence corn-
isitinity and a top career enecutive. In my opinion, he has earned
the recognition which the Career Service Award accord*. To this
end, I would be pleased to amplify our unclassified statement with
an oral briefing.
