3. Budget Hearings -- Mr. Coffey. Mr. Colby handled the Agency budget
session with the Senate on 8 May 1972. House hearings on the Agency's budget
may be held about .1 June 1972.

4. Around the Table --
as briefing General Walters.
Mr. Fisher reported that the last of eleven staff papers needed for the
upcoming Director's annual conference has been sent to Mr. Colby.
Mr. Osborn said that the Headquarters compound was penetrated by
three active duty U. S. Marines this past Sunday night. The three men made
it to the power plant compound. The GSA guard stationed at the power plant
challenged the three intruders. The three tried to make it back over the power
plant fence. The GSA guard fired one warning shot over the intruders' heads.
After the warning shot, the three men halted. The three Marines are now in
the Quantico Marine Base brig after being taken into custody by Fairfax County
Police. The three have been charged with trespassing on a federal installation.
Mr. Osborn reported that the consensus is that the three men were on a
"premeditated lark. "
Mr. Cunningham noted that the high point of the recent annual meeting of
Agency 't'raining Officers was a 30-minute talk by Mr. Colby. Mr. Colby stressed
the relationship between career planning and training. General Walters was
briefed :"or two hours this past Friday. OTR is becoming engaged in a one-half
clay training program for U. S. Customs Officers.
Mr. Blake said that he would be briefing General Walters on OL activities
during the afternoon of 9 May 1972.

Mr. Coffey said that he would be meeting with Mr. Colby this afternoon
on Support Directorate FY 1972 unfunded requirements.
6. OC Briefing and Demonstration -
s.. I laid that OC plans to brief the DD/P on OC's role in
R&D for the Clandestine Service.
