DD/S STAFF MEETING

2.. Civil Litigation Involving Victor L. Marchetti -- Mr. Coffey.
Mr. Coffey emphasized the importance of the court directions cited in
paragraph 5 of the Headquarters Employee Bulletin #309 dated 26 April 1972.
3. Approvals for Federal Executive Institute -- Mr. Coffey.
Mr. Coffey announced the names of three future attendees at the Federal
Executive Institute. They are:
eginning 20 August 1972;
~eginning 22 October 1972; and
c.I ~ming 6 May 1973.
4. Budget Hearings -- Mr. Coffer
Congressional budget hearings affecting the Agency begin in the Senate on
5 May 1972 and in the House on 16 May 1972.
5. Report on Recent TDY to Far East -- Mr. Cunningham.
a. . burin Mr. Cunningham's TDY, he visited
of th Far East. He said that he was seeking from
Agency people in We Par Eas :
(1) feedback on their training;
(2) the relevance of their training; and
(3) any problems of training that they would like to
make known.

b. Mr. Cunningham said that he spoke with about. 300 Agency people
during his travels. Sometimes he met with small groups (3-4 people) and some-
times with individuals. He spoke with about 90 percent of the Support people in
thar East stations. He hopes to get specific comments to the concerned
Of ice [heads as soon as he can. Mr. Cunningham said that people consistently
told him that it was a real break to tell what's on their mind to someone from
Headquarters.
c. Mr. Cunningham revealed three outstanding impressions he formed
during his visit to the Far East. They are:
(1) We are making impressive progress in the use of non-
official cover (Headquarters exposure did not hurt a man operating
under non-official cover);
(2) the routine, daily use of sophisticated communications
devices and other sophisticated written and photographic tradecraft
techniques; and
(3) the ability to use foreign languages is still a problem (with
the language needs varying within a station and between stations in
the Far East).
On the :latter impression (3) above, Mr. Cunningham noted, first, that the
Department of State is "miles ahead of us" in their utilization of Far Eastern
languages and in Far East area studies. Second, there is too little correlation
(within CIA) between language training and career development plans. Mr.
Cunningham suggested that there be subtle, careful long-range language plan-
ning. After a person has learned a foreign language, hopefully such a person
could spend several tours in a foreign area making use of the acquired language
skill.
d. Agency people in the Far East felt that more rigorous training
is needed in several areas. These areas include:
(1) improving writing skills; and
(2) certain tradecraft techniques, especially "the
recruitment pitch" and "interrogation techniques. "

e. Supervisors seem to be generally satisfied with the Career Trainees
in their respective stations. In certain cases, some supervisors feel that CT's
are given preference in promotion recommendations over non-CT's.
f. Mr. Cunningham said that the FE field stations are, at times,
ignorant of the training available at Headquarters (e. g. , Advanced Operations
Course). He suggested that the field be made aware of the training opportunities
available at Headquarters. If the opportunities are known, planning for such
training can begin. Training for field personnel could be worked in when people
are between assignments.
g. Mr. Cunningham closed his report with a showing of certain slides
he took during his TDY.
6. Around the Table.

",Elegant Writing in the Clandestine Service, " which appeared in the most recent
issue of Studies in intell ence. renounced that the DD/S Staff Meeting 25X1A
on 9 May 1972 will convene in the Conference Room, 2D-03, at the regular time.
