4. (U/AIUO) SMAG Appointment
25X1A PTOS has been chosen to serve as
a clerical representative of SMAG.
5. J Intelligence Community Reorganization
The Director of Security announced that President
Carter may announce his decision regarding reorganization
in the near future, possibly as early as next week. The
President has been presented with options ranging from
retention of the existing Intelligence Community structure
to a major restructure permitting centralized control in
the areas of budget and command.
6. (Dj Project Outreach
Mr. Gambino reported that the DCI has not reached a
firm decision regarding public tours of Headquarters
Building. A target date of 20 August has been set for a
tour limited to dependents of employees. This exercise
will involve solicitation of comments regarding the
general concept of public tours and reaction to the quality
of exhibits. If the DCI approves public access, Mr. Gambino
noted that Office of Security participation would feature
the highest degree of professionalism, both in support
and selection of material to be exhibited,
7. (U) OS Policy on Access Approvals
The DD/P&M noted that OS has taken a positive step
to reduce the number of access approvals for Sensitive
Compartmented Information held by employees. When an
employee leaves OS, he will be fully debriefed. As an
adjunct to this procedure, a study will be made to determine
if OS employees holding access approvals actually need them.
8. (C) Industrial Polygraph
The Chief, Polygraph Branch reported that his recent
trip to the West Coast associated with a pilot program
involving polygraph testing of contractors' employees
was productive and well received by industrial personnel,
including executives and security specialists. The trip

featured briefings and question and answer sessions as
to the Agency position on past and future use of the
polygraph in the industrial program.
9. (C) Personal Notes
The Director of Security noted the impending retirement
25X1A would deprive the Office
of Security of the services of two experienced, dedicated
and highly competent officers. Mr. Gambino expressed
his personal appreciation for the valuable service con-
tributed by both gentlemen.
