3. Polygraph Programs May Expand
The Office is hopeful that in the not too distant
future, more industrial polygraph cases will be avail-
able as previously reluctant companies may yet agree
to the program. Mr. Gambino reported on other possible
future needs for the polygraph which have prompted
active consideration of a polygraph correspondent
program similar to the investigative correspondent

4. Flextime
Various forms of flexible working hours are being studied
with renewed interest due to the energy shortages.
Mr. Wortman has established a committee to study
alternative.syst-ems. Mr. Gambino has requested a SMAG study
on the views of OS employees regarding this issue;
a survey will be out soon. (U)
5. FOIA Finding Fewer Fans
Mr. Carlucci's position that the Freedom of Information
Act has been not only a great burden on resources but a
proven security problem as well, is finding more and more
support both within and outside of the Intelligence Community.

6. Bureau CI Course Openings
In a recent letter to Mr. Gambino, FBI Director Webster
agreed to permit the office of Security to send two
employees per year to the FBI Counterintelligence
course. (U)
7. EOD Crunch
In an attempt to fill the Agency's authorized Table
of Organization, the Office of Personnel has asked for
help in entering on duty as many people as possible
before the end of the fiscal year. In order to complete
applicant cases in a more timely manner, cutbacks have
already been made in the Reinvestigation Polygraph Program
and may soon have to be made in RIP field investigations.
