Firm Firearms Authorit Sou ht On 4 April Mr. Gambino and Deputy General Counsel, testified betore the Sub- committee on Legislation of the House Permanent Select Committee on Intelligence in support of firearms authority being sought by the Agency through Title IV of the Intelligence Authorization Bill, H.R. 2827. At the staff meeting, explained that we need a moxe precise legal foundation than we now have to pexmit carrying firearms to protect Agency facilities, the DCT and other individuals the DCI might designate as reauiringsuch protection and Agency monetary resources. Milea e Reimbursement to Sta atlll7~ er Mile 25X1A Chief, Administrative Staff, said that GSA as no intention at this time to increase its standard 17~ per mile reimbursement fox official use of POWs despite the fact that they have the option open to them to raise it at any time to 20~ per mile. Paradoxically, GSA is asking the~,Office of Management and Budget to consider raising the legal limit to 25~ per mile. Since the Agency .must follow the GSA guide- lines, the Office of Security is actively exploring the feasibility of alternatives isuch as leased vehicles. Tn the past, such alternatives heave not been well received 25X1A when proposed.to the but may become more attractive as the cost o operathng a vehicle continues to rise. (U) 7.
