Signal Center regularly sends copies of cables to the offices of. the DCI and DI)/P In answer to their expressed requirements. Division. Chiefs remain responsible. however, for bringing promptly to the attention of. DCI and'DD/P any cable of unusual importance dealing with policy, operations, administration, or intelligence (unless the cable itself shows that distribution to them has already been made by Signal Center). Of special. moment are cables about situations which may be the subject of direct inquiry by high officials of the Government. 2; During office hours the Division Chief, or a designated repre- sentative, will maintain a constant review of cables for this purpose. Such review should be performed Immediately upon receipt of cables in the Division office, preferably before they are logged. This is espec- ially important at the first morning; d.elivery, which includes all over- night cables. 3. During non--office hours, the OSO Duty Officer will note any le will bring message which he believes falls within the above category. IT it to the attention of the office of the Area Division concerned by tele- phone (giving the IN number) just before he goes off duty at 0830. (Cables requiring immediate 'Division action will. be referred by tele- phone to the Division on-ca11 officer, as prescribed in the Duty Officer's manual.] 4. A courier provided by Signal Center will leave the Signal Center at 0330 daily (except Sunday) to deliver to the office of the DCI and DD/P copies of all. preliminary disseminations which have been made during the preceding 24 hours. The final provision charged Senior Field Officials with responsibility for establishing policies governing person to person cables within their own commands.completed the coordination of the proposed regulation during September and with approval of the DD/A it was pbulished on 28 October 1952 as CIA Regu- lation Numbe~the DD/P approved the field version and 25X1A it was published as November 1953. General Smith was displeased with cables addressed for his personal attention only, and in one such instance his cabled response was caustic: LET ME SAVE YOUR OVERWORKED CODE CLERKS SOME TIME. MESSAGES ADDRESSED TO ME AUTOMATICALLY GO TO DULLES AND TO ALL OTHERS DIRECTLY INTERESTED. THOSE EMANATING FROM YOU ARE ASSUMED HERE TO REPRESENT THE OPINIONS OF YOUR STAFF INCLUDING . . . . . . . .
