1. Forwarded herewith are two tabulations which show in part
the results obtained from the fast pouch service,

a. This part of the report includes the results ob-
tained during the second, fourth, sixth, eighth and tenth
woeka of the fast pouch service. are con-
tinuing to divert most of their routine cables to Headquarters
to the fast pouch. record continues to be poor.'
Headquarters performance has not equaled that of
better use of this service contributed to this result,
It, In order to be prepared to submit appropriate recommendations
to the Director prior to the expiration of the trial period of the fast
pouch service, it is requested that each addressee forward their views
dispatch traffic being handled by fast pouch..

b. This report shows that, after nearly half of the six
months trial period, the primary purpose of the fast pouch
service has not been achieved insofar as outgoing traffic
and incoming traffic from II is concerned. Spot checks
of routine messages which have been sent electrically indicate
that originators and releasing officers at Headquarters and at
can effect a greater diversion to fast pouch, It is,
therefore, requested that addressees of this memorandum, other
than specifically bring this matter to the
attention of their staffs.

fast pouch service for expediting normal dispatch traffic,

as to whether this service should be discontinued or continued in

Tt is possible to reduce this cost by reducing the number of
commercial trips, but fewer trips will obviously increase the time
lag to the detriment of the service,
