1. In view-of-the current inspootions by representatives of the
Hoover Commission, by representatives of the Dulles'Jackson-Correa com-
maitteea, as well as by the Budget -Review Board, etc., the organization of
the CIA is being very carefully scrutinized. It has been my belief for
some time that considerable duplication exists, particularly as regards
the various kinds and classes of administrative support of CIA.
2. I should like the addressees to most and consider an organiza-
tion of our Agency whereby duplication may be minimized with due regard
to the necessi r"for efficient and secure operations. Especially is
this necessary now with the directives contained in NSC 10,.-

obtain statements,
