The recommendations of the Chief, Communications Division, relative to CIA Regulation= are submitted herewith. Attachment A presents the conclusions arrived at after a study was made by key individuals of the Communications Division as to how communications support for the national intelligence effort and the Central Intelli- gence Agency can best be provided. 2. Basic requirements which must be met in order to successfully prosecute the activities of the Central Intelligence Agency area A. Reliable, secure, and rapid communications facilities for (1) The collection and dissemination of in- telligence and intelligence information. (2) The exercise of operational and admin- istrative control of all activities of the Agency wherever located. B. Research and development of specialized o ommuni- cations techniques and equipment and operation of facili- ties essential to (1) Support of clandestine intelligence operations. 3. It is the opinion of the Chief, Communications Division, that the foregoing requirements can best be met through the following: A. Adoption of the organization as set forth in Attachment A. -F-3 D.
