1. Plan "13", -as -I see it, is self-explanatory and is in
reality simply a condensation of the net function in its
present security condition, frith the solo shift being in
removing the accent on physical size, traffic load, and
personnel concentration from the present base to

The most serious disRdvantage, from the stand-
:,point of establishing a base site in lies in 25X1
the sand and 'dust storms prevalent in the area, ceasing
tremendous noise levels (sand and dust static). In
addition, 0 is not well sited from an ionospheric
prediction standpoint, although it is roughly equivalent
to Q+ as far as Europe-Washington contacts are
concerned. In a h-'r'sical sense, considering the now con-
struction progrWn is admirably suited for the 25X1
establishment of a major base radio station, inasi inch
as extensive antenna arrangements may be erected-without
causing, undu political unrest and further additional
quonsets may be. sent from Washington as required to
adequately house and service a rna1jor radio station and
11GS personnel.

(1). . Housing in general economic factors, etc., which are
extremely negative in

other locations in the area.
(3) Inability to maintain an adequate supply line to
