Plan "13", -as -I see it, is self-explanatory and is in reality simply a condensation of the net function in its present security condition, frith the solo shift being in removing the accent on physical size, traffic load, and personnel concentration from the present base to some t. se site. It has become increasingly obvious 25X1 that as. a base site leaves riuch t b d e wired, politically, econornical`y, and in an engineering sense. As 25X1 we arF__ I c all aware. 1:iino political pressure on the pant of _- __ - a s s ha . emu. v V VllCi -/ Foreign Office (FONOFF) will order the station to close down the ricer future. If such an order is issued by the Foreign Office, or should our thinkin dictate th e g nd }-- ?_ via i e-s e n o he - Dase function elsewhere, we are iruiedi-Gately faced with the problem of selecting a new base site and the comiaun.ications pattern' which will follow as a result. Three possible alternate sites have been dis- cussed. at various times, as follows: 25X1 () ? The major advantage of locating the 25X1 base Tatu lies in the ionospheric predictions ~.,~,~, vxau Ilia shin ton.. However, the r:iaUor advantage is offset by n serious disadvantagep,'such--as the political i t bi ns a - 25X1 lity of the present restrictions on increasing our install ti 5X a 1 on at ? reflected b;'r the State 2 - vv. ate, VlCL1i - portation and supply lines are extremely difficult for w"u principal method of supplying the capital and 25X1 rail connection a i s re nr~nefficiont and overly time-consuming. 25X1 b ase site. one supply 1 iris i;irro t ug o service this 25X location should prove- adeciuate in the .31ti,7-n -; r,., ,,,, j as iiiproviri the roads between present 25X at the tilde .. The most apparent dis- has obvious advantages as follows: advantage to this location lies in the indefinite status of roads and lack of. information in general concerning; 'the site, (c). This location has been our supply base and basic supply routing; point since the net was established. It could be trahsferred, other than by order of the Office (I1). Efficient (for this area) suo'oly_ aneoss to b-t ,pr The most serious disRdvantage, from the stand- :,point of establishing a base site in lies in 25X1 the sand and 'dust storms prevalent in the area, ceasing tremendous noise levels (sand and dust static). In addition, 0 is not well sited from an ionospheric prediction standpoint, although it is roughly equivalent to Q+ as far as Europe-Washington contacts are concerned. In a h-'r'sical sense, considering the now con- struction progrWn is admirably suited for the 25X1 establishment of a major base radio station, inasi inch as extensive antenna arrangements may be erected-without causing, undu political unrest and further additional quonsets may be. sent from Washington as required to adequately house and service a rna1jor radio station and 11GS personnel. 2. There a?ro a number of reasons why thcL__ (1). . Housing in general economic factors, etc., which are extremely negative in (2.). Lack of State cooperation in other locations in the area. (3) Inability to maintain an adequate supply line to from the supply base as. a result of decreasing military air efficiency and air quotas for our use. (4), Political instability and proximity to 'idortherrorders. 3. In addition, it is su~-osted that the: present major base station be re: oto, and a secondary type station set up in a different by sic~:l location frol.i that ,now, occupied by the presnn base. Under 25X1 Plan 'tB'", there would be no change in cipher procedure or routing., except that, of traffic would be routed through another b 1 ase a.tation to from. the U.
