Surveying has been completed and everything laid out according to plans at both. sites. The contractor has completed pouring the base for the micro wave tower at the transmitting site and intends to be.-in erection of the micro wave tower as soon as weather per- mits. However, due to some misunderstanding, the contractor has tempo-- rari.ly given priority to the 0 Project being constructed on the same site and as yet, is under the impression that their work comes first, This condition is to be corrected in the near future and he will resume the pouring of bases for antennas for the OProject. At the receiving site, the antennas are all layed out and ready for the contractor to begin work but nothing has been done on get- ting the bases in. In the meantime, painters are at work on the permanent hanger which we may now occupy at any time. 2. OPERATIONS 25X1A Be inning December 1, 1950, began monitoring according 25X1A to the II Plan. A ten hour daily watch is in operation seven days a week between 0600z and 1600z, Logs covering this phase of operation are being submitted at the same time as this report. In conjunction with the aforementioned operation, transmitters have also been made available for use. At present the transmitters are fed to either one of two available long wire antennas, constructed for temporary operation until such time as the permanent antennas are ready for use. In addition to the transmitting antennae, a rhombic was also erected to facilitate better reception,, An o side telephone was also installed together with a TTY line To date, many troubles have presented themselves in the TTY line, such as fallen wires, adapting our equipment to work over eliminated lines, etc. With one exception, these difficulties have been and the circuit should be available for use within the week. A.rrangcments have been made so that when this circuit is completed and working properly, a machine will be kept on the line at at all 25X1A times. It has been further arranged to make a daily chec a 0930z to .insure its proper functioning. 3. Supplies available through 25X1 A sue-,t~ly.ing base, are limited mainly to ordnance, quartermaster, and some not including electronic materials. In order to obtain this type of supplies, it is necessary to submit the requisi- tion at I knd have them obtain it from other bases. Fur- thermore, they have no Signal Corps or Electronic Supply lists avail- able at the Base, which would indicate a good supply level be main- tained at this base at all times and that insofar as possible, such electronic supplies should be forthcoming from the Home Office. These supplies are.available for our use in limited quantities at II~ 25X1A but since the accountability is held at I I considerable 25X1A paper work and delay is encountered, which would further indicate that a means of supply from the Home Office would be advantageous. In this connection, it should be pointed out, that a means of obtaining crystals has been arranged through I A they accept our orders, include our. requests with regular frequencies, and nave them made up through a local commerci company. A temporary arrangement has also been put into effect to keep a supply of Diesel, fuel and gasoline on hand at all times. The present arrangement consists of having deliver 10 drums 25X1A of diesel fuel and two of gasoline, which is more , an enough for a a week's operation at the present rate of consumption, Once weekly after this original supply has been obtained, the amount used is re- placed. At such time as the trucks are moved into the open and split between the two locations, this arrangement will be unsatisfactory, so we are trying at present to obtain from a tank truck 25X1A which could be filled approximately once a week and driven on to the field to refuel generators. Maintainence of the vehicles has also been satisfactorily arranged through a local garage which is completely equipped to handle our vehicles and fulfill other requests it may be necessary to make, such as machine work, wood work, etc. They have a complete machine shop, planing mill, and are equipped to do welding or handle anything up to and including a complete overhaul. The chief mechanic is also familiar with Diesel motors and all types of army vehicles we are using. In connection with these supplies, the Budget and Fiscal Sec- tion of is going to furnish a complete record, once monthly, of all items obtained through them, through reg- ular supply channels, outside purchases, or through the local garage. This will enable us to maintain a complete accounting of all items ob- tained through them. t. The men are fully aware of the fact that it takes time to arrange such matters but with one quarter of their time passed and nothing arranged as yet, the feeling of discontentment is rising. In view of the fact that everyone here were told they would be put on Dallorrance until such time as an allowance was delcared for the area in which we are working, it also adds to the unrest. Further- more, the men have less savings, and in some cases going so far as to dwindle the bank account, and still living under conditions far below the :American standardato which they are accustomed to live. Added to this is the fact that the only suitable housing obtainable was many miles from the Base and since public transportation is not available, it became necessary for the men to invest in cars in order to get to work. If this situation could be remedied, the morale situation would be entirely reversed. It should also be noted that, to date, 25X1 A has received no official record of the Personnel 201 files and, therefore, in-grade raises and leave records are not up to date.
