Mr. Houston telephoned after the meeting to indicate that the Department of State was very anxious to have some positive action taken citing for example, their dependence on our own radio facilities in the Middle East. The following points resulted from the meeting: a. General Persons informal approach to Congress had produced effectively no results. b. The DCI proposed that he and Mr. Murphy go to selected members of Congress themselves. c. Mr. Murphy (possibly with the DCI) would ask General Persons concurrence in the direct approach. d. Mr. Murphy. believes that the FBI will not in fact give much trouble in connection with the legislation. This opinion apparently is based on the fact that by agreement, the Iron Curtain countries have been ruled out as far as any amendment to the law is concerned even though the law amendment itself will not so specify. 2. confirmed the above, but indicated that he would prefer to give detailed information in personal discussion with DCO.
