STAT As addressee posts are aware, the Department. operates radio trans- mitters at all addressee posts except Canberra. Two countries in the FE area, namely, Burma and Thailand have requested reciprocal radio privileges .in `.`iashington. It is anticipated that other posts in the FE area may also request reciprocal radio privileges at some time in the future. To prepare for this eventuality, and. in order to establish a priority list of countries which might be granted reciprocal privileges, addressee posts are requested to furnish the following information: 1. Has the host government indicated an interest in installing a radio transmitter in Washington? 2. Is the host government near future? 3? -In the Embassy's opinion, would the host government' actually install a transmitter in Washington if rights were granted? In light of the difficulties mentioned above, it should be remembered that reciprocal radio privileges cannot be offered prior to the obtaining of a determination under Section 305 of Communications Act of 1931+, as rtirended. The subject of reciprocity should not be broached with the host government unless specifically authorized by the Department. Replies are requested by airgram not later than March 30.
