1 told Dr. Dawood that under our present Cor nznications Act of 19311-, no
;'orei-fin government was issued a license to operate a radio transmitting and
receivin st tion. I said that at the present time some consideration was
being given to the possibility of amending this 1v-7 which might make it possible
to issue licenses for such stations, but that it was not possible to give him
rny info r:;:a-bion as to whether or when the 1931 law night be amended. Ecwever,
: ;anted h in -'Co Inow that -there was a possibility, even though remote, that
the law might be amended. At the same tine I wished to emphasize that under
ire-n:re>ent law the Department of State was not able to give favorable con-
sic:.I....~ation to the Egtian request.
D. Dawood thanked me for this in or s:lation and said he thought tha 4 since
the law was applied to all foreiCm governments, our reply would be understood.
s e said he thought that if the United States received requests from many foreign
