1957.
1. Reference requires a report by me and the Chairman, later-
-art-mental Intelligence Conference as to the balance of advantages
and disadvantages from the Viewpoint of intelligence which would result
if subject legislation were approved.
2. My representatives and representatives of the Chairman, IIC,
have discussed this matter and have been unable to reach any aggreerment.
Not only intelligence is involved, gut also the r latter of internal security.
There are a hum er of fa ,tors which r c+uire further detailed consideration.
yl_is, coupled with the improbability of any favorable consideration by the
Co tir ess in this session should the legislation be introduced, leads me to
he recommendation that the matter be deferred for more exhaustive investi-
ation is the ensuing months.
