1. The reference calls for a report by me and by the Chairman
interdepartmental Intelligence Conference as to the balance of
advantages and disadvantages from the viewpoint of intelligence
w~iich would result if subject legislation were approved.
2. My representatives and representatives of the Chairman, IIC
Dave discussed this matter and have not'as yet been able to reach
agreement. Not only intelligence is involved, but also the matter of
internal security, and there are a number of factors, which require
further detailed consideratio including certain new developments
in the field of radio communication.
3. In view of the foregoing and also the improbability that the
Congress in the short time remaining in this session would have an
opportunity to deal with this matter, I recommend that action be
deferred pending more exhaustive investigation in the ensuing months
with a view to submitting a recommendation prior to the convening
of the Congress in 1958.
