In accordance with your letter dated 29 May 1957, my representatives have met with representatives designated by the Chairman of the Interdepartmental Intelligence Conference. Following these discussions, it has been concluded thaty, under the present terms of reference, it is not possible to reconcile the position of this Agency with that maintained by representatives of the Chairman of the IIC. On the one hand, the proposed legislation appears to be totally unacceptable to the Chairman of the IIG, whereas the requirements of the Department of State and of this Agency are such that either legislation or an executive order is necessary if the minimum reliance may be placed on existing communications facilities,, In order that the importance and scope of this requirement may be evaluated, I am attaching the pertinent relevant documents: As Attachment A /-Your Tab B j, I submit a list of CIA overseas stations with radio facilities which are active daily.
