This memorandum suggests action on the part of the DCI. Recommended action is contained in paragraph 5. 2. The Special ::`assistant to the President, Robert Cutler, in a memorandum dated 29 May 1957, TAB A, requested that a joint report Le furnished by the Director of Central Intelligence and the Chairman of the Interdepartmental Intelligence Conference (TIC) as to the balance of advantages and disadvantages from t _e intelligence viewpoint, which would result if legislation on this subject were approved. By memo- randum to the Special Assistant to the President dated 17 June i957, TAB B, you recommended that action on this matter be deferred pend- ing more exhaustive investigation as a basis for a recommendation prior to the reconvening of the Congress in 1958. 3. In a memorandum dated 1 October 1957, addressed to you and the Chairman of the IIC, TAB C, the Special Assistant to the President requested advice as to the approximate date on which a report --night be expected for submission to the President. At your request, a further meeting was held with representatives of the Chairman IIC in my office of 16 October. Mr. Angleton was also present. No agreement could be reached and it ;speared that no compromise of our respective positions would be )ossible. 4. This whole matter, including the was discussed 25X1D at a meeting on 21 October, called b Genera ruscott, resent were General Truscott, Mr. Todd and Dr. Pancoast of his staff, the undersigned, and Mr. Angleton and of DD/P. It was the consensus of time meeting that it will not be possible for this Agency and the Chairman IIC to determine the balance of advantages and disadvantages from the intelligence viewpoint if the proposed legislation is enacted.
