MEMORANDUM FOR: Chief, Security Support Division
SUBJECT: Weekly Report
1. On 19 May 1980, a staff employee advised the
External Activities Branch that she had been bilked out of
$450 along with a number of other unsuspecting citizens.
In essence, three elderly women rented an attractive
residence in Virginia from an owner who resided in Panana.
The three ladies did not keep up their rent payments and
were asked to vacate. Prior to moving, they ran a classified
ad in the Washington Post offering this lovely home for rent
at a very reasonable price. Apparently, a number of
perspective renters placed a security deposit with the
rentees with the intention of moving into the premises at
the first of the month. In the meantime, the deposit checks
were cashed and the old ladies disappeared.
2. The above information might be of interest to all
personnel, as this is not the first or last example of an
Agency employee becoming the victim of "flim-flam" operators.
In almost every "flim-flam" case, the victims are offered a
chance to get rich quick or a bargain they cannot resist.
Further, the victims are convinced that they must act without
further investigation before someone else beats them to the
deal.
