. On 16 October I discussed with John Macy, Chairman of the Civil Service Commission,
the Executive Pay Bill which is now being considered.
2.. I explained to Mr. Macy that the salary limitations which they proposed are adequate
to take care of any existing situation now but that someday we might have a situation that
the current scales wouldn't take care of. He said, "the Gary Powers type of thing, " and I
replied affirmatively.
3. Mr. Macy said that he first learned of this when it was raised in his presence yes-
Ier-day but he understands completely how we feel and why we would want to continue the
existing authority of the Director of Central Intelligence as provided in Public Law 110. I
u,gested that there might be an appropriate place in the bill, such as in line 15 on page 61,
to insert a statement such as, "but nothing contained in this Act shall be construed to impair
the authorities in the CIA Act of 1949 as amended (50 U.S.C. 403a)." Mr. Macy said he
thought this was a good way to handle the problem, that he would have his drafters take a
iook at it, and that they would contact me again if there should be any question or problem.
