SUBJECT Manpower Survey
REFERENCE Memo for C/ADPS frm DD/S dtd 16 November
1962, same subject
1. The Manpower Task Force recommended that because of
the increasing interest and use of ADP methods throughout
the Agency, it would be wise to establish procedures to
ensure: the efficient transition from present systems to
new ADP systems; the coordination of the development of
systems so that experience can be shared; and a unified
program for the acquisition and use of all types of ADP
equipment.
2. These recommended objectives are now being attained
through the functions and responsibilities assigned to the
Automatic Data Processing Staff and the CIA Automatic Data
Processing Committee and the current Agency regulations
governing the acquisition and utilization of ADP equipment.
I do not believe that additional regulatory procedures are
needed.
3. I would recommend, however, that the Executive
Committee reiterate the policy contained in to the
effect that automatic data processing equipment will be
centralized to the extent feasible. This is necessary in
the interests of economy in equipment rentals, efficient
application of equipment and techniques, and conservation
of scarce automatic data processing personnel resources.

4. Our present, informal, ADPS policy has been to
work toward the evolution of computer centers at the DD
level. However, several operating components have serious
intentions of developing programs which ultimately will
lead to the establishment of independent computer installa-
tions in the Agency. We are, therefore, at policy crossroads
and need to decide now whether or not a decentralized
approach is to be encouraged or discouraged.
5. Three areas of the Agency have highly specialized
interests and full time requirements sufficient to warrant
their own computer in an operational environment. One is
WALNUT; the other is the real time measurement need of the
photo interpreters and the third is COMMO's
eventual use of a computer as an integral part of its auto-
matic switching network. Aside from these valid exceptions,
I think it is realistic, economical, and desirable for the
Executive Committee to favor the principle of centralization
and to consider developing the remainder of its automatic
data processing resources under one roof.
