MEMORANDUM FOR.: Director of Security
ATTENTION : Secretary, Security Committee
United States Intelligence Board
SUBJECT : Composition of Membership, Security Committee
At the time of the change in membership of the United States
Intelligence Board wherein the Defense Intelligence Agency constitutes
the representation to the Board with Army. Navy and Air serving as ad-
visors, the question was raised as to whether the committees of USIS
should change their membership composition. It was agreed that DIA
would study the problem. DIA has now indicated to the Director that it
feels Army. Navy and Air should retahi membership on the USIB Com-
mittees. Mr.= called me for my reaction to this as regards the Secu-
rity Committee, and I advised approval of the DIA position that Army, Navy
and Air representation was necessary for the effective operation of the
Committee.
