I want to thank you for your kind invitation to lunch with you
and Sheff Edwards on 1 July.
It is my hope that this might be the commencement of an even
closer association between the Personnel Management elements
of the two agencies than has existed in the past. In this connection,
I want to express our appreciation to you for the opportunity to have a
frank briefing and discussion with Howard Osborn and
regarding the results of their recent sessions with the Moss Committee.
We would like for you to visit us at Fort Meade in the near future
and would suggest that, if your schedule permits, we might make it
some day during the weeks of 13 or 20 July. I will call you later this
week to find out if this is possible and to confirm the arrangements.
